Get More Info About Our Proposal Process

Solicitation of subcontractors and/or training providers is done on a competitive basis. The Northern Panhandle Workforce Development Board, Inc. solicits subcontractors and/or training providers for the delivery of adult, dislocated workers, and youth programs and services (excluding training providers in the ITA Program) via a Request for Proposal (RFP) process.

 

The RFP solicitation is done publicly and competitively. The RFP is advertised in the local media, on the Northern Panhandle Workforce Development Board, Inc.’s website and through direct mailings. Procurement practices will not, in any way, restrict or eliminate free competition. Steps are taken by the Northern Panhandle Workforce Development Board, Inc. to assure that small and minority businesses are given the same consideration as other potential subcontractors and/or training providers whenever possible.

 

Potential subcontractors and/or training providers must complete the RFP in its entirety in order for the Northern Panhandle Workforce Development Board, Inc. Board of Directors to review it. The Northern Panhandle Workforce Development Board, Inc. Board of Directors uses the performance-based method of contracting.

If a Proposal Is Not Awarded

If no adequate response to the RFP solicitation is received, or if potential subcontractors and/or training providers have a history of non-compliance, etc., the appropriate Northern Panhandle Workforce Development Board, Inc. subcommittee may recommend to the Northern Panhandle Workforce Development Board, Inc. Board of Directors that no funding awards be made in response.

 

If this is the case, the Northern Panhandle Workforce Development Board, Inc. Board of Directors reserves the right to then solicit a subcontractor(s) and/or training provider(s) outside of the RFP solicitation process. If funding is not awarded, the potential subcontractor and/or training provider will be provided the opportunity to grieve/appeal the decision.
