Northern Panhandle Workforce Development Board Inc. consists of 8 Local Elected Officials: 6 County Commissioners who represent Hancock, Brooke, Ohio, Marshall, Wetzel, and Tyler Counties, and 2 Mayors who represent the Cities of Weirton and Wheeling. There are 5 Administrative Staff and 11 American Job Center Staff who work for the Board of Directors.
Board Responsibilities
The Board of Directors oversees all American Job Center Activities and the Delivery of Training Programs and Services. As an example, the Board of Directors is responsible for selecting grant recipient(s), developing effective linkages to support employer utilization of the Local Workforce Development System and Local Workforce Investment Activities, and ensuring that Workforce Investment Activities meet the needs of employers and support economic growth in the region. Through an open, competitive solicitation process, Marcella Consulting Corporation selected the NPWDB, Inc. to serve as the region's American Job Center operator for the period July 1, 2025 - June 30, 2028.

About Us
The Northern Panhandle Workforce Development Board, Inc. (NPWDB, Inc.) is a 501(c)(3) nonprofit, led by an all-volunteer Board of Directors and Local Elected Officials.
The board consists of recognized community leaders from business, economic development, education, government, labor, literacy, vocational rehabilitation, and community-based organizations. The NPWDB, Inc., along with its local administrative and program staff, connects the employment and training goals and objectives of the U.S. Department of Labor and the State Workforce West Virginia office to local American Job Centers across the Region 5 Workforce Development area—Hancock, Brooke, Ohio, Marshall, Wetzel, and Tyler counties.
The goals and objectives include: • Strengthening the local workforce by matching job seekers with barriers to employment with qualified employers. • Developing regional strategic plans. • Setting funding priorities based on local employment and training needs, and • Coordinating public workforce programs and services with area partners and training providers.
